NOTE: This
request for Expressions of Interest is an update to previous advertisement
posted in the UNDB online on December 21, 2007. This is the second call for
eligible consultants to submit their EOI for the subject assignment.
The Government of Kosovo (GOK), with support from the donor community,
particularly the World Bank through the Lignite Power Technical Assistance
Project (LPTAP), is embarking on a lignite power initiative that is crucial for
the economic and social development of Kosovo. The objectives of LPTAP are (a)
to help the GOK strengthen the enabling policy, legal and regulatory frameworks
conducive to new investments in the energy sector; and (b) to assist the GOK to
attract qualified private investors to build new capacity for lignite thermal
power generation guided by high standards of environmental and social
sustainability.
The lignite power initiative entails the largest single investment ever
undertaken in Kosovo and is of the utmost importance for its development and
economic prospects. It is a highly complex project due to its size and also
from a technical, social and economic standpoint. The lignite power initiative
will have implications regarding population resettlement, environmental impact
and water consumption, among others.
The Lignite Power Technical Assistance Project (LPTAP) requests the services of
a Communications Agency (Consultant) to undertake a public communications and
outreach campaign for the lignite power initiative for the next 12 months. The
selected consulting firm needs to be aware of the project's complexity and of
its potential to touch upon specific sensitivities due to the involvement of
foreign bidders.
A key objective of the assignment is to provide adequate and timely information
to stakeholders to build awareness and enhance a positive public profile of the
LPTAP, managing public communications with its stakeholders and the general
public through a targeted, planned and sustained outreach campaign.
Main tasks of this assignment are:
Put in place a mechanism
through which LPTAP can systematically and proactively engage in two-way
communications with the public as well as with identified key stakeholders
Support the role of the
LPTAP through high-quality public relations and wider communications
activity
Acquire an excellent
grasp of the lignite initiative and current affairs, allowing the LPTAP to
take advantage of public relations opportunities in Kosovo and at the
international level in a timely manner
Developing and
implementing outcome-oriented communications strategies for the project
and proactively address and adapt LPTAP's communication needs in a rapidly
changing environment
Identify project and
reputational risks, advise on their management and plan on how to respond
to negative comment or crisis
Develop partnerships to
improve dialogue and outreach and to strengthen the project overall
effectiveness and image
Promote the coordination
of information flow among the key players, suggest suitable coordination
mechanisms with relevant institutions and ensure a unified approach to
communication
Strengthen and sustaining
effective relationships with key external constituencies (including the
media, civil society, NGOs, academia, businesses, government agencies,
international agencies, etc.)
Provide the LPTAP with
expertise to generate brand awareness, to execute successful media events,
to reinforce its public presence and to build stakeholders' trust and
allies' loyalty
Promote transparency and
building public trust by clearly explaining the rules, the actors involved
and by disclosing as much information as possible in order to assuage
concerns of secrecy and corruption.
Support the dissemination
of the consultations findings and of information related to management of
existing resources and promotion of future opportunities/benefits
Act as focal point for
the relation with the media and coordination of official spokespersons and
mobilize partners in support of the project
The Ministry of Energy and Mining now invites eligible consultants to indicate
their interest in providing the services. Interested consultants must provide
information indicating that they are qualified to perform the services
(brochures, description of similar assignment, experience in similar
conditions, availability of appropriate skills among staff, etc.). Consultants
may associate to enhance their qualifications.
Three (3) copies of the firms or consortiums Expression of Interest and
qualifications shall be submitted in a sealed envelope to the address below not
later than 1600 hours (Pristina time) on December 18, 2008, signed and
certified by an officer of the firm (or the lead consortium member), and
clearly marked Expression of Interest for Communications Agency (LPTAP).
